Archbishop Orlando Beltran Quevedo was born on March 11, 1939, in Laoag City, Ilocos Norte province. He was ordained an Oblate priest on June 5, 1964, and was appointed Bishop of the Prelature of Kidapawan by Pope John Paul II on July 23, 1980. His episcopal ordination and installation was on Oct. 28, 1980. The same pope appointed him Archbishop of Nueva Segovia on March 22, 1986, and he was installed on July 1, 1986. His appointment as Archbishop of Cotabato was on May 30, 1998, and his installation on Sept. 8, 1998. He is the secretary general of the Federation of Asian Bishops' Conferences (FABC). In 1999-2003 he served as president of the Catholic Bishops' Conference of the Philippines and was a member of the Central Committee of FABC. He was also a member of the Vatican's Pontifical Council for Justice and Peace (1991-2001) and the General Council for the Secretariat of the Synod of Bishops (1994-2000) in Rome. He served as chairman of the drafting committees for the Second Plenary Council of the Philippines (1991), the First FABC International Colloquium in Pattaya, Thailand (1994), and the FABC Plenary Assembly in Manila (1995).
