Bishop John Liu Shigong was born in Siziwang Banner (county equivalent), Inner Mongolia, on Aug. 28, 1928. He entered minor seminary of Baotou in 1942 and then major seminary of Hohhot in 1949. After ordaining a priest in 1956, he worked in his hometown until religious activities stopped due to the Cultural Revolution (1966-76).

The then Father Liu was elected bishop candidate in 1989 and ordained as the third bishop of Jining in 1995. He is approved by the Vatican and recognized by the Chinese government.
