Bishop Anthony Tu Shihua, a Franciscan, began to head Church affairs of Puqi diocese in 2001. The elderly prelate was ordained as bishop of Hanyang diocese without papal mandate on Aug. 16, 1958. For more than a decade, he resides in Beijing and serves as a consultant of the government-sanctioned Chinese Catholic Patriotic Association and Bishop Conference of Catholic Church in China.

He was born in 1919 and ordained a priest in 1944 upon his graduation from the Hankou seminary. Since Church activities revived after destruction of the Cultural Revolution (1966-76), he was elected vice-chair of the two bodies in 1980. He also served as deputy rector of the National Seminary in Beijing in 1983.
