Bishop Joseph Zhang Weizhu was born 1956. He was clandestinely consecrated in Xianxian in 1990 by Bishop Casmir Wang Milu of Tianshui, who is not affiliated with the open Church. The Holy See appointed him as the ordinary of Xinxiang in 1998 but the government forbids him to work there.
