Bishop Andrew Jin Daoyuan was born in 1929 and ordained a priest in 1956. He was appointed by Bishop Anthony Li Weidao of Changzhi as his vicar general in 1992 and was elected the bishop candidate in 1998. He was ordained a bishop together with other four priests without apostolic mandate in Beijing on Jan. 6, 2000, the Epiphany Day. The Holy See recognized Bishop Jin as "a legitimate bishop without jurisdiction" in mid-2008, and required him to recognize Bishop Li as the head of Changzhi diocese.

The two bishops in their 80s continue to work separately, each leading about 20 priests. According to the "open" Church authorities, Bishop Jin is still the ordinary of Changzhi.
